# What the Government's New Neurodiversity Report Means for UK Employers

The government's Expert Academic Panel on Neurodiversity published a report this week with a clear direction for employers: build workplaces around strengths, not diagnoses. The panel calls for strengths-based employment support, more evidence-based research into what actually works, and Universal Design principles built into workplaces from the start. That is a meaningful shift from how most organisations currently structure support, and it gives HR and D&I leads a government-backed case to act on.

## Diagnosis-led support has a timing problem

Most workplace adjustment schemes are diagnosis-led: someone has to notice that something is hard, seek an assessment, wait for an appointment, receive a diagnosis, disclose it at work, and then wait again while an adjustment is approved and delivered. Every stage is a point where someone drops out. Many people never start the process at all, either because they are not diagnosed, do not want to be, or already know how slow the system is.

The panel's recommendation reframes the problem at its root. Strengths-based support does not wait for a label to arrive before it helps. It starts from how people actually work and what gets in the way, for anyone, diagnosed or not.

## Universal Design is not a slogan

Universal Design means building the environment, the process and the policy so they work for the widest range of people from the outset. In practice, that looks like: written instructions alongside verbal ones, quiet spaces available as standard, flexible deadlines built into project planning, and recruitment processes that test for the job itself and not for how someone performs under unstructured interview pressure.

This is the same principle HBP applies in equity audits and neuroinclusion training: identify where a system assumes one narrow version of "normal," and redesign from there. A workplace that only adjusts for people who disclose a diagnosis is still designed around a single type of employee. Everyone else manages as best they can, and the organisation never finds out how much productivity, retention and goodwill that costs.

## Government backing changes the conversation with leadership

A government-commissioned panel endorsing strengths-based, Universal Design approaches gives HR and D&I leads something concrete to put in front of a board that has treated neuroinclusion as optional. This is not a goodwill gesture. It is now part of the government's own framing for how the UK improves neurodivergent employment outcomes, alongside its call for further research and evidence-based strategies in place of guesswork.

For employers already running adjustment schemes, the report is a prompt to check who those schemes actually reach. A policy that only activates after disclosure has a ceiling built into it by design. A workplace built on Universal Design principles raises that ceiling for the whole organisation, not only for the people who have already come forward.

## What to do with this before the next policy review

Three steps are worth taking now, ahead of whatever firmer requirements follow this report:

1. Audit your current adjustment process for how much of it depends on a diagnosis reaching someone's desk before anything moves.
2. Build quiet space, flexible scheduling and clear written instructions into standard practice, not into a special request form.
3. Review recruitment and performance processes for built-in assumptions about how people should present, communicate or concentrate.

HBP's neuroinclusion training and equity audits are built around exactly this shift: from reactive accommodation to proactive design. The government's report gives employers a clear, credible reason to make that shift now, while it is a recommendation and not yet a requirement.

Recommendations have a habit of becoming requirements once enough employers are shown to be falling short of them. Employers who treat this report as an early signal and not a passing news cycle will spend the next year building the systems. Employers who wait will spend it explaining why they didn't.
